PUBLIC NOTICE

Environmental Permit

PURPOSE OF NOTICE: To seek public comment on the draft permit for the reissuance of an existing permit that authorizes the land application of biosolids and water treatment plant residuals in Charlotte County, Virginia.
PUBLIC COMMENT PERIOD: September 2, 2026 – October 5, 2026
PERMIT NUMBER AND NAME: VPA03007 – Synagro Central LLC – Charlotte County issued by the Virginia Department of Environmental Quality (DEQ), pursuant to applicable water laws and regulations
APPLICANT NAME AND ADDRESS: Synagro Central LLC., 1681 Tappahannock Blvd, Tappahannock, Virginia 22560.
PROJECT DESCRIPTION AND LOCATION: Synagro Central, LLC. has applied for the reissuance of an existing permit to include 453.2 acres of agricultural and silvicultural land at 3 sites, of which 12.23 acres is new land application area. This permit was formerly issued to Nutri-Blend, Inc., a company recently purchased by Synagro Central, LLC. The permit authorizes the land application of biosolids and water treatment plant residuals as fertilizer to specific sites in Charlotte County, and limits the application of nutrients, metals, and pathogens contained in these materials to amounts that protect water quality and human health. The permit also requires monitoring and limitations for biosolids containing Per- and Polyfluoroalkyl Substances (PFAS). TENTATIVE AND FINAL PERMIT DECISION PROCEDURES: DEQ’s tentative decision is to reissue a permit. Based on comments received on the draft permit, DEQ may make a final decision on the permit, or hold a public hearing on the draft permit before a final permit decision is made.
HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand-delivery, e-mail, or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the permit number, name and postal address or email address of the commenter/requester. A request for a public hearing must also include 1) Name and permit number for which the hearing is requested. 2) The reason why a public hearing is requested. 3) A brief, informal statement regarding the nature and extent of the interest of the requester, including how and to what extent such interest would be directly and adversely affected by the permit. 4) Specific references, where possible, to terms and conditions of the permit with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial disputed issues relevant to the permit.
